This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask
Scrap-kit
I'm using the artwork of Keith Garvy as this is a PTU tube
I can't supply it

This beautiful scrap has so many possibilities.
Plugin....mura-meister copies
Open new image 700x580 white
Copy and paste paper 1 as new layer resize 90%
Make sure all layers is not clicked
Layers,new mask layer from disc find WSL_mask 127
Load, layers merge group, resize this layer 110%
Copy and paste frame 01 as new layer. Resize 95%
Layers duplicate
Activate the original mask layer
Adjust, blur, caussian blur on 10
Click inside the frame with magic wand
Selections, modify expand by 4
Copy and paste paper 3 as new layer
Selections,invert and hit delete on your keyboard
Select none, move this layer under the frame layer
Make your frame layer active
Copy and paste charm 01 as new layer see
Picture for placement add drop shadow
Now merge your paper,frame and charm layers visable
Move a fraction to the left
Copy and paste your tube as new layer
Add drop shadow
Copy and paste bow 01 as new layer resize add drop shadow
Place on top of the charm
Copy and paste the butterfly 02 as new layer resize
Move layer above your merged mask layer
Effects... Mura-meister copies, encircle
I left all the settings on default but you can fiddle around lol
Add drop shadow and sharpen
Add any elements you wish, add drop shadow to all
Add your name and any copyright
Layers merge all
Save
