It was written in psp8 but should work in other versions.

Tubes
Mask
Scrap kit

I'm using a Garv tube you must have a licence to use his art work
So I can't supply the tube.
Open new image 700x580 white
Resize a paper of choice and copy and paste as new layer
Layers, load save mask from disc I used edge canvas 01
But use what ever mask you want
Layers merge group
Copy and paste frame 01 as new layer
Image, rotate 90 degree's to the right, add drop shadow
With magic wand click inside the frame
Selections,modify, expand by 4
Layer new raster layer, copy and paste a paper of choice into selection
Select none. Move this layer under the frame layer.
Copy and paste cowboy tube as new layer resize
Layers, properties,blend mode # luminance legacy, opacity at 50%
Copy and paste your tube as new layer
Add drop shadow
Add some writing to your tag
Copy and paste tassel 01 as new layer, resize
Place to the top left of the frame add drop shadow and sharpen
Copy and paste flower 01 as new layer, resize
Place on top of tassel see picture for placement
Add drop shadow and sharpen
Activate background layer copy and paste doodle 02 as new layer
Resize,duplicate,image mirror and flip
Add any other elements you wish
Add your name and any copyrights
Layers merge all
Image add border 2 # 000000
Image add border 20 # 99756E
Click on border with magic wand
Effects, reflection effects, pattern with these settings
H & V on 0
Rotation angle on 90
Scale factor 0
Number of columns & rows on 3
Horizontal & Vertical on 0
Selection invert
Add drop shadow
V & H on 5
Opacity on 70
Blur 4.90
Add drop shadow again but change the V & H to -5
Select none
Image add border 2 # 000000
Resize your tag
Save
