This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube of choice
Scrap-kit
Mask sg_glass-block-edge
Put the mask in your psp mask folder
Scrap-kit Don't Envy Her by Diamond's Dazzles
Scrap-kit in supplies as she doesn't have a blog site
I have tried to email her but my email was returned to me
I am using a Scott Blair tube from My PSP Tubes.com
As this is a PTU tube I can't supply it.
Open new white image 700x580
Selections, select all, new raster layer
Copy and paste merged layer from scrap-kit into selection
Select none
Layers,load save mask from disc find sg_glass-block-edge mask
Load,layers merge group
Effects, distortion effects, wind settings below
From right clicked
Wind strength 50
Click ok
Image resize 105%, all layers not ticked
Image flip
Copy and paste raster 1 as new layer
Image resize 90%
Click on the frame with magic wand
Effects, texture effects, texture
I used fine canvas default settings
Add a background of choice in the frame
Now add what elements you want
Add drop shadow and sharpen as you go
When finished adding elements
Add any copyrights and your name
Layers merge all
Save
I added some noise to the background flowers also
