This tutorial was written in psp8 but should work in other versions.
This is a very simple and easy tutorial
Tools needed
Tubes
Scrap-kit

I'm using a Jamie Kidd tube
As this is a PTU tube I can't supply it
Open new white image 700x580
Open frame 1 in psp
Selections, select all, float, defloat
Layers, new raster layer, flood-fill with black
Select none
Copy and paste as new layer
Now undo the black on the frame
So its orange again
Copy and paste as new layer
Image resize 90%
Layers merge down
Copy and paste heart 3 as new layer
Image resize 95%
Drag under the frame layer
Erase parts of the heart outside of the frame
Effects, texture effects weave
1,5,1, both colours black
And fill gaps ticked
Add some word art in the frame
Or whatever you want
Drop-shadow frame layer and word art
V&H..2
Opacity..60
blur..7
Copy and paste flower stem 2 as new layer
Image resize about 30%
Place to the top left of the frame
Layers duplicate image mirror
Do this until you have as many flowers as you
Want around the frame
Then merge these layers visible
And drag this merged layer above your background layer
Duplicate this layer
On the original layer adjust, blur, gaussian blur
Put the radius on 5

With default settings
Adjust, sharpness sharpen
Add what elements you want to your tag
Add drop-shadow to each layer
When finished adding the elements
Make the background layer active
Layers new raster layer
Floodfill with #AB9C8F
Or a paper of choice
Add a mask of choice to this layer
Layers merge group
Add your name and any copyrights
Layers merge all
Save
