This tutorial was written in psp8 but should work in other versions.
At the bottom of the page is another tag I made
 
Tools needed
 
Tube of choice
Scrap-kit
Mask BflyFlby mask32
 
Put the mask in your mask folder
 
Mask from ButterflyFlutterby Creations
I'm using a tube from Jamie Kidd
 As this is a PTU tube I can't supply it.

Open white image 600x600
Copy and paste background 10 as new layer
Layers,load save mask from disc
Find the mask BflyFlby mask32, load
Layers merge group
Image resize the mask about 105%
Copy and paste frame 1 as new layer
Click inside of frame with magic wand
Selections, modify expand by 4
Open background 1 in psp, image resize 80%
Copy and paste as new layer
Drag this layer under the frame layer
Copy and paste tube of choice
Duplicate the frame layer
Drag this layer above the tube layer
Erase parts of the frame you want the tube to look like its out of the frame
Now drop-shadow your tube and the original frame layer
V&H..2
Opacity..50
Blur..7
Black
Now go to town and add what elements you want
There are so many elements to choose from
Adding drop-shadow to each layer
Add any copyrights and your name
Layers merge all
Save
