This tutorial was written in psp8 but should work in other versions.
  
Tools needed
Tubes
 (4 tubes by the same artist)
Scrap-kit
Mask (in supplies)
 
Put the mask in your psp mask folder
 
Plugin.. Tramages tow the line
 
I'm using the beautiful art work by Barbara Jensen
As these tubes are PTU I can't supply them.

I have made another tag with this kit see bottom of page
 
 
Open new white image 700x580
Copy and paste paper 1 as new layer 
Layers,load save mask from disk find WSL_Mask 144
Load, layers merge group
I used the deform tool to stretch it slightly at the sides
I've changed the opacity to 80
Copy and paste frame 2 as new layer
Image resize 80%
Image, rotate free rotate 90% right
With magic wand click inside all the squares
Selection, modify, expand by 4
Copy and paste paper 7 as new layer
Selections invert and hit delete
Select none
Tramages, tow the line with standard settings
Drag this layer under the frame layer
Click inside the top left frame with magic wand
Selections modify expand by 4
Copy and paste 1 of the tubes as new layer
Selections invert and hit delete
Select none
Move this layer under the frame layer
Make the frame layer active again
And repeat steps above for the other 3 frames
Add drop shadow to frame and tube layers
V&H..2
opacity..60
blur..7
Black
Open binder clip 2 in psp
Image resize 25% copy and paste as new layer
Image rotate, free rotate 20 left
Place top left of frame
Add drop shadow and sharpen
Now drag this layer above the mask layer
Make the top layer active
Open pearled flower 2 in psp
Image resize 25%
Place on the clip see my tag for placement
Add drop shadow and sharpen both layers
Now add what elements you want on your tag
Drop shadow and sharpen each layer
Copy and paste the word-art as new layer
Add drop-shadow
Add your name and any copyrights
Layers merge all
Save
