This tutorial was written in psp8 but should work in other versions.
This is a very simple and easy tutorial 
  
Tools needed
Tube
Scrap-kit
Mask (in supplies)
Word art (in supplies)
 
Put the mask in your psp mask folder

I'm using a tube from Jamie Kidd
As this is a PTU tube I can't supply it.
 
Open new white image 650x650
Copy and paste paper 1 as new layer
Layers,load save mask from disk find Vix_Mask 139
Load, layers merge group
Layers duplicate image flip
Layers merge down
Open frame 3 in psp resize 70% move down a little bit
Paper 7 in psp resize 500x500 pixels
Copy and paste as new layer
Move this layer under the frame layer
Erase the paper that's out of the frame
Add drop-shadow to frame and paper layers
V&H..2
Opacity..50
Blur..7
Black
And sharpen the frame once
Make the paper layer active, add some effects to the paper
I'm sorry but I can't remember what I used to get
My effects as I was fiddling in psp and clicked
On so many filters a great habit of mine lol
Now copy and paste your tube of choice
Add the same drop-shadow as above
I love the next part of the tutorial
Add what elements you want to be creative
Or you can copy my tag if you want
Add drop-shadow to each layer and sharpen
Add the word art I've supplied
Add any CR and your name
Layers merge all
Save
