This is how I do it there is sure to be another way. 

I will start this tutorial from where you want to put the circle text on your picture ok

Click on your preset shapes tool

Select ellipse, line width 1,  line style solid,

anti alias clicked,and create as vector clicked,

 put your foreground colour on 000000

(you can use any colour as it will be deleted after)

Background colour click it of we dont want any

Now draw a circle where you want the text to go

It doesn't have to be exact as we can move the little squares

Ok now move the squares to exactly where you want

The writing to goClick on your text tool, select a text you want to use

Now put your mouse on the line till you see an A with a smiley under it

I always start on the left hand side Just above the middle little square but you can start anywhere lol

Ok now write what-ever you want Keep an eye on your tag  also to see where the writing is going

When you have finished  writing what you want click apply

Now go to your layers palette on the right hand side

You will see a little + click on thatNow next to Ellipse in there click on the eye and your circle will go

Now click on the - next to Vector 1Layers, convert to raster

And now your finished
