It was written in psp8 but should work in other versions.
TOOLS NEEDED
Mask
Tube
Scrap-kit
Scrap-kit from Sophisticatedscraps

I'm using the artwork of Garv so I can't supply the tube
Put the mask in your mask folder
Plugin needed....
Filters unlimited 2
Penta.com, dot and cross
Open a 650x650 white image
You can resize your tag later if you like
Copy and paste paper 2 as new layer
Layers, new mask layer from disc find the edge canvas 01 mask
Layers merge group. copy and paste paper 2 as new layer
Image resize 75%
Selections, select all, selections float,
Effects filters unlimited 2, edges square, and select square edge 13 apply
Then selections invert, and hit delete on your keyboard select none
Effects, texture effects, mosaic glass default settings
Adjust sharpness, sharpen
Copy and paste paper 5 as new layer resize to 65%
Selections, select all, selections float,
Effects filters unlimited 2, edges square, and select square edge 13 apply
Then selections invert, and hit delete on your keyboard select none
Image,rotate,free rotate left 15
Effects, texture effects, mosaic glass default settings
Adjust sharpness, sharpen
Copy and paste frame 3 as new layer resize 80%
Click inside the frame with magic wand
Selections, modify expand by 10
Copy and paste paper 1 as new layer
Selections invert hit delete on your keyboard select none
Move this layer below your frame layer make the frame layer active
Click in side frame again with magic wand expand by 10 again
Now copy and paste you tube as new layer
Move the head part of the tube under the frame
You might have to resize your tube larger so it fits all the frame
Ok now selections, invert and hit delete
Move under your frame layer
Add slight drop-shadow
Effects, penta.com, dot and cross, default settings
Copy and paste the tube as new layer add drop-shadow
Now use that great imagination of yours and put some elements
On your tag
Drop-shadow them as you do them
You can also sharpen them if you like
After you add the elements
Add your name and any copyrights
Layers merge all flatten
Save
