This tutorial was written in psp8 but should work in other versions.
 
Tools needed
Tube
Scrap-kit
WSL_Mask 89
 
Download from here
 
Click on navigate then downloads
 
Put the mask in your psp mask folder

I'm using a garv tube you have to have a license to use his artwork
So I can't supply it I'm sorry
 
No supplies for this tutorial
 
Open new image 700x600 white
Selections, select all, layers new raster layer
Copy and paste paper 4 into selection
Select none
I've colourized mine to make it a bit darker blue
Adjust, hue & saturation
Hue # 168
Saturation # 161
Layers, load save mask from disk
Find mask WSL-Mask 89, load
Layers, merge group
Image resize 105%
Open frame 1 in psp
Image resize 55% 2 times
Copy and paste as new layer
Copy and paste your tube as new layer
Place on the frame
Make your frame layer active
Duplicate it
Now drag this layer above your tube layer
Get your eraser and erase the parts of the frame
So your tube looks like is coming out of the frame
Close of the 2 top layers
Make the 1st frame layer active
Click inside of frame with the magic wand
Selection, modify, expand by 4
Layers new raster layer
Copy and paste paper 1 into selection
Select none
Move this layer under the frame layer
I added some weave to the paper also
Add drop-shadow to the original frame layer and tube
Copy and paste elements of choice as new layers
Add slight drop-shadow and sharpen each layer as you go
Add your name and any copyrights
Layers merge all
Save
Add some noise to the fireworks if you want to
