This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask
Scrap-kit
I'm using the artwork of Keith Garvy as this is a PTU tube
I can't supply it
Scrap-kit Temptress freebie by Candys Treats thanks Hun
Plugin...Alien Skin...Xenofex 2 ...Constellation (Optional)
Open new image 700x580 white
Open black dots 1 paper copy and paste as new layer
Image resize 85% making sure all layers is not clicked
Layers,load save mask from disc find wsl mask 121
Clicl ok, layers merge group
Then image resize 110% 2 times
Open frame 2 copy merge and paste as new layer
Resize 95%
Add drop-shadow then sharpen
Open Candystreats wordart with you selection tool draw around
The wordart you want to use
Copy and paste as new layer on the frame add drop-shadow
Ive also placed the hearts on there , sharpen the hearts
Ok now make your mask layer active and copy and paste the white lace as new layer
Ive sharpened mine 2 times
Now make your top layer active
Copy and paste flower of choice as new layer. Resize
And place on the edge of the frame
Duplicate as many as you want, when finished merge all the flower layers
Add drop-shadow and sharpen
I also added some constellation but the choice is yours
Ive also added a larger flower up the top of the frame
And added a bow
Ok now add your tube
Drop-shadow your tube
Add your name and Copyright
Layers merge all
Save
