This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Scrap-kit
WSL_Mask 4
Font..Allstar regular
Download mask from here
Click on navigate then downloads
Put the mask in your psp mask folder

I'm using a tube from Barbara Jenson
As this is a PTU tube I can't supply it.
Plugin..Xenofex, constellation (optional)
Open new image 700x580 white
Selections, select all, layers, new raster layer
Open the glitter paper
Copy and paste into selection
Select none
Layers, load save mask from disc find WSL_ Mask 4
Load, layers merge group
Resize mask layer 105%
Copy and paste frame 4 as new layer
Resize 95%
Copy and paste frame 1 as new layer
Resize 90%
With magic wand click inside the small circles on the frame
Selections modify expand by 2
Layer, new raster layer
Now put your foreground & background colours on
Foreground #101D90
Background #D0172A
With flood-fill tool click inside each circle

Select none
Layers merge down
Drop-shadow the white frame
Click inside the top frame with magic wand
Selections, modify, expand by 4
Copy and paste paper 7 as new layer
Select none
Move this layer below the frame layer
Now we are going to write on this paper
Click text tool settings below
Create as vector
font...Allstar regular
Size...72
Stroke width...2
Foreground and background as above
Write
Happy 4th of July
Convert to raster layer

Effects, Eye candy 4000...Gradient glow settings below
colour...white, click fat
Glow width...3
Soft corners...25
Overall opacity...100
Draw only outside selection ticked
Click ok
Drop-shadow 2 times settings below
V & H...3
opacity...60
blur...5
Black
Shadow on new layer not ticked
Copy and paste your tube as new layer
Place where you want it on the frame
Make your frame layer active
Duplicate it
Now drag this layer above your tube layer
Get your eraser and erase the parts of the frame
So your tube looks like is coming out of the frame
Drop-shadow the tube
Now for the fun lol
Copy and paste what elements you want on your tag
Drop-shadow each layer
Add name and any copyrights
Layers merge all
Save
