This tutorial was written in psp8 but should work in other versions.
This is a quick and simple tutorial
Tools needed
Tube
Scrap-kit
Mask
Put the mask in your psp mask folder
Scrap-kit Secret Garden from Babycakes scraps its a freebie thanks Lynne
Open new white image 700x580
Selections, select all
Layers new raster layer
Copy and paste blue paper into selection
Select none
Ive dragged the paper out more with deform tool
Layers, load save mask from disk
Find WSL_mask39
Load
Layers merge group
Copy and paste the frame as new layer
Image resize about 110%
Click inside the frame with magic wand
Make sure you get inside of the flower s also
Selections, modify, expand by 4
Selections
Modify, smooth both on 10 and both boxes ticked
Layers new raster layer
Flood fill with #BADBE4
Select none
Move this layer below the frame layer
Copy and paste your tube as new layer
You will have to resize the tube make sure she fits in the frame

Drop-shadow the frame layer
Open the cute house in psp
Ive drawn around the clouds etc with the freehand
Selection tool then copy and paste each one as new layer
Place them where you want you will have to resize them a bit
Drag them under the frame layer
Then copy and paste any elements you want on your tag

Add slight drop-shadow to them as you go
I've added nearly all of them they are so cute
I couldn't decide what ones to use lol
Add your name and any copyrights
Save
