This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask
Scrap-kit

I'm using a garv tube you have to have a license to use his artwork
So I can't supply it I'm sorry
Plugin...dsb flux.. Bright noise
Put the mask in your mask folder in psp
Open new image 700x600 white
Selections, select all, layers new raster layer
Open paper 3 in psp copy and paste into selection
Select none
Layers, load save mask from disc find gabeemask41-vi
Invert transparency ticked, load
Layers merge group
Copy and paste frame 1 as new layer
Image resize 75%
Click inside frame with magic wand make sure you click
All the frame by the bow
Selections, modify, expand by 6
Open paper 5 resize by 60%
Copy and paste paper as new layer
Selections, invert, hit delete on keyboard
Select none
Drag this layer under frame layer
Copy and paste elements where you want
Drop-shadow each layer
Add copyright and name
Make mask layer active
Effects dsb flux. Bright noise
Put on mix and on 42, click once
Copy merge paste in animation shop as new animation
Back to psp, undo the bright noise
Redo noise again but click mix 2 times
Copy merge in AS edit, paste after current frame
Back to psp undo noise
Do noise again but click 3 times
Copy merge, in AS paste after current frame again
View animation, if happy with the result
Save
