This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Scrap-kit
The beautiful tube I am using is from Angels tubes its a PTU tube so I cant supply it
Scrap-kit Starlight PTU by Candys Treats thanks Hun
Plugin...Alien Skin...Xenofex 2 ...Constellation (Optional)
Filters Unlimited 2
I have put another tag down the bottom of the page using a Garv tube
Open new image 700x580 white
Copy and paste paperstarlight2 as new layer
Resize 75% 2 times
Selections, select all, float, defloat
Effects, filters unlimited 2 buttons and frames
Kaleidoscopic frame (rectangular) change the frame size to 20 click ok
Now Edges square square edge 17 then ok
Select none
Image, rotate, free rotate put it on 10 right
Image resize 105%
Add drop-shadow and sharpen
Copy and paste paper 4 as new layer
Image resize 75% 2 times
Do the same effect as above
But dont rotate this paper
Add drop-shadow and sharpen
Copy and paste heart frame 4 as new layer
Image resize 90% 2 times
Click inside of the frame with magic wand
Selections, modify expand by 4
Open notepaper heart 2 resize 90% 2 times
Copy and paste as new layer
Select none
Move this layer under the frame layer
Make your frame layer active
Add drop-shadow and sharpen 3 times
Open the word art
Draw around the words you want to use with freehand selection tool
Copy and paste in frame as new layer resize to make it fit
Now for the fun part lol
Add what elements you wish see my tag for reference if you want
Drop-shadow each layer and sharpen
Copy and paste your tube of choice
Add drop-shadow
Ive added a little sparkle to the stars
Layers merge all
Save
