Tools needed
Tube
Mask
Scrap-kit
Put the mask in your mask folder
Plugin...alien skin xenofex 2 constellation (optional)

Open new image white 700x580
Copy and paste paper 10 as new layer
Layers, load save mask from disc, find the mask
Circle & leaves mask by cat
Layers merge group
Resize mask layer 110%
Copy and paste frame 5 as new layer,
Add slight drop shadow
Click inside of the frame with magic wand
Selections modify, expand by 4
Selections invert, hit delete and select none
Move this layer under the frame layer
Make the frame layer active
Effects, 3d inner bevel with these settings below
Bevel 2
Width 1
Smoothness 35
Depth 9
Ambience 2
Shininess 37
Angel 315
Intensity 30
Elevation 53
Now effects, texture effects, Weave with below settings
Gap size 1
Width 4
Opacity 3
Weave and gap colour white
Fill gaps ticked
Click ok
Copy and paste the tube ive supplied as new layer
Place in the frame
Now duplicate your frame layer
Bring this layer above your tube layer
Now get the eraser tool and erase parts of the frame that you want

Make the top layer active
Copy and paste some elements of choice as new layers
There are heaps of gorgeous elements in the scrap to use
Drop-shadow each layer as you go
Also sharpen if you wish
Ive added some constellation to the balloons also
When finished adding the elements
Add your name and any copyrights
Add drop shadow to your name
Layers merge all
Save
