This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask
Scrap-kit
WSL_Mask84 download from below
Put the mask in your psp mask folder
Scrap-kit Dawn Fairy is a PTU scrap so I can't supply it
Please visit Lynne as she has the most beautiful scrap-kits
The fairy I have used is included in the scrap-kit
Open new white image 700x580
Selections select all
Layers new raster layer
Copy paper 3 and paste into selection select none
layers, load save mask from disc
find WSL-mask 84 click ok
layers merge group
Copy and paste frame as new layer
Image resize 80%
Place up a bit to the left
Layers duplicate image flip
Now drag this layer below your other frame layer
Copy and paste frame as new layer
Image resize 80%
Place up a bit to the left
Layers duplicate, image flip
Now drag this layer below your other frame layer
Now place this frame like mine in my tag
Get you eraser and erase part of the frame

Make top layer active
With magic wand click inside of the frame
Selections, modify, expand by 4
Selections, modify smooth put both on 10
And both bottom squares ticked
Layers, new raster layer
Copy and paste paper 4 into selection
Select none
Drag this layer below the frame layer
Copy and paste what elements you want on your tag

Add drop-shadow to each layer and sharpen
I've added some sparkles to the tube
Add your name and any copyrights
Layers merge all
Save
