This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask WSL_Mask 169
Scrap-kit
Wordart
Plugin...Xenofex 2 constellation
Scrap-kit is called Encircled by Lisa its a freebie

I'm using a tube from Barbara Jenson
As this is a PTU tube I can't supply it.
Open new image 700x580 white
Layers new raster layer floodfill with #7A7467
Layers, load save mask from disc find WSL_Mask 169
Layers merge group
Image resize 105%
Adjust, blur Gaussian blur # 5
Layers new raster layer
Floodfill with #EFD2C2
Apply the mask again
Don't resize this mask layer
Adjust, sharpness, sharpen 2 times
Layers merge down
Open encircle wrap 1 in psp
Image resize 90%
Image mirror
Copy and paste as new layer
Layers duplicate, image mirror
Erase parts of the wrap that overlap the other wrap

Open bow 3 in psp
Image resize 40%
Place on the left button
Image, rotate left 30
Add drop-shadow and sharpen
Layers, duplicate
Image mirror
Copy and paste tube of choice as new layer
Add slight drop-shadow
Place where desired
Resize if you must
Now add any other elements you wish

Add drop-shadow and sharpen each layer
Make the mask layer active
Copy and paste the wordart as new layer
Resize if you want
Ive duplicated mine and put to the right up top
Add your name and any copyrights
If you are not going to animate
Layers merge all
Save
ANIMATION
Make the mask layer active
Effects, Xenofex 2 constellation
With the settings below
2,6,1,1,100,55,45
Click keep original image ticked
Hit random seed once click ok
Selections, select none
Copy merge and paste in AS as new animation
Back to psp
Undo the sparkles and apply again but hit random seed once again
Select none
Copy merge paste in AS after current frame
Back to psp
Repeat steps again
Copy merge and paste in AS after current frame
View animation if happy save
