This tutorial was written in psp 8 but should work in other versions.
I'm using a tube from Garv
As this is a PTU tube I can't supply it.
Open new white image 700x580
Open background I've supplied
Image resize 700x580 all layers clicked
Copy and paste as new layer
Layers, load save mask from disc
Find EDBMask 4 click load
Layers merge group
Image resize 110% 2 times all layers not clicked
Image duplicate, then mirror
Erase some of the mask see tag for reference
Layers merge down
Open frame 3 in psp resize 80%
All layers not ticked
Now resize the background image by 50%
All layers clicked
Copy and paste as new layer
Drag it under the frame layer
Place in the frame where you like
Erase parts of the background that's over lapping the frame
Make the frame layer active
Layers merge down
Image rotate free rotate 10 left
Nothing else ticked
Place the frame to the left up a little
Add drop shadow to frame and sharpen
V&H 2
Opacity 55
Blur 7
Black
Layers, duplicate, image mirror
Layers merge down
Move the frames to where you want
Copy and paste your tube as new layer
Place where desired
Add drop-shadow same settings
Copy and paste elements of choice
Place where desired
Add drop-shadow same settings
Add your name and any copyrights
Layers merge all
FRAME
Image add border 2 black
Image add borders 15 white
Click inside of border with magic wand
Floodfill with gradient of choice
Add some effect now I added some Constellation rip open
I didn't change the settings
Select none
Image add borders 2 black
Resize image to your liking
Save
