This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube of choice
Scrap-kit
Mask (included in supplies)
Put the mask in your psp mask folder
Plugin...Xenofex 2 constellation
Scrap-kit Rose Boudior freebie from Sophisticated scraps
The tube I have used is a PTU tube from Deacon Black
So I can't supply it
Open new image 700x700 white
Layers new raster layer flood-fill with black
Layers, load save mask from disc find sg_floral-octagon
Load,layers merge group
Copy and paste frame 3 as new layer
Image resize 85% all layers not checked
Click inside the frame with magic wand
Make sure to go as close to the edge as you can
Selections,modify expand by 4
Open paper 6 in psp
Image resize 60% all layer clicked
Copy and paste as new layer
Selections, invert,
Hit delete on your keyboard, select none
Move this layer under the frame layer
I added some texture bricks to this layer also
Copy and paste your tube as new layer
Place in the frame
Now duplicate the frame layer
Move this layer above the tube layer
Erase the parts of the frame that are covering the tube

Add slight drop-shadow to the original frame layer and tube
Open Rose accent in psp
Image resize 65%
Copy and paste as new layer
Image flip
Place at the bottom of frame
Copy and paste what elements you want
Add slight drop-shadow and sharpen
Add your name and any copyrights
If you don't want to add some sparkle
You can merge all and save
ANIMATION
Make the mask layer active
Effects,Xenofex 2 constellation
Settings below
Star size 2.00
0
1
1
100
85
Twinkle rotation 45
Keep original image ticked
Click ok
Copy merge and paste in AS as new animation
Back to psp
Undo the twinkles
Now do the twinkles again but hit the random seed once
Copy merge and paste in AS after current frame
Do above one more time so you have 3 frames in AS
Edit, select all
Animation, frame properties, change to 15
Click ok
Save
