This tutorial was written in psp8 but should work in other versions.
As it's a PTU tube I can't supply it.
Layers, load save mask from disc
Find the mask sg_double-floral-grungeframe2
Click load, layers merge group
Layers new raster layer
Open background 5 in psp resize 40%
Click on the foreground colour, then click pattern
And click on the paper 5 then floodfill the layer
Then repeat the mask
Then image, resize 95%
Copy and paste heart round as new layer
You might have to resize this
Copy and paste Scalloped circle as new layer
Place on the heart round

Drop-shadow both layers and sharpen
Make the top layer active
Click in side of circle with magic wand
Selections modify expand by 6
Open paper 2 in psp, resize 20%
Copy and paste paper as new layer
Selection, invert then hit delete
Selections none
Drag this layer down under the circle layer
I've added a little sparkle to this layer
Copy and paste your tube as new layer
Place where desired
Add dropshadow
Now add elements of choice
Dropshadow each layer
Add your name and any CR
Layers merge all
Save
