This tutorial was written in psp8 but should work in other versions.
Below is another tag I did.
 
  
Tools needed
Tube
Scrap-kit
Mask (in supplies)
 
Put the mask in your psp mask folder
 
 
Scrap-kit Romantic Memories from Joni
It's in four parts and gorgeous
 
Open new white image 700x580
Now open folder Romantic Memories part 4
We will be using the elements in this folder till I say other wise
Open paper 24 in psp image resize 700x580 pixels
Resize all layers clicked
Copy and paste as new layer
Layers,load save mask from disk find EBD Mask 7
Load, layers merge group
Layers duplicate image mirror image flip
Place where you think looks best and even on your tag
Layers merge down, ive added Gradient glow setting below
Colour white, fat
Glow width 3
Soft corners on 0
Opacity on 100
Draw only outside selection is ticked
Add drop-shadow
V&H..2
opacity..50
Blur..7
Black
Open frame_wreath in psp, resize 70% about 4 times
Copy and paste as new layer
You may have to resize a little more
I used my deform tool a little to make it fit properly
Now click inside of the frame with magic wand
Selections, modify expand by 4
Open paper 21 in psp image resize about 50% 3 times
Copy and paste as new layer place in the frame
So you get the heart in the middle
Selections invert then hit delete
Selections none
Drag this layer under the frame layer
Copy and paste your tube as new layer
Place in the frame don't worry if its outside the frame
We will fix that next
Now duplicate the fame layer and drag this layer to the top
Now with eraser tool erase the frame where you want
The tube to come through hope you understand me lol
Ok now add drop-shadow to your original frame layer
Wreath and the tube layer
Sharpen the frame and wreath also once
Add what elements you want to use there is heaps to choose from
Drop-shadow each layer as you go
When you have finished
Add your name and copyrights
Layers merge all
Save
