This tutorial was written in psp8 but should work in other versions.
Tools needed
Tube
Mask
Scrap-kit
Everything supplied for this tutorial
Put your mask in your psp mask folder
Plugin needed..Tramages..tow the line (optional)
Dsb flux.. Bright noise (optional)
Scrap-kit Mono is a freebie from Dawn thanks Hun
Dawn has given me permission to put the direct link in
to download the scrap-kit thanks Hun
Open new image 700x600 black canvas
Layers new raster layer flood-fill with #5F6F88
Layers, load save mask from disc find sg-geometric-grungeframe 1
Invert transparency ticked Load, layers merge group
Copy and paste frame 1 from the scrap-kit as new layer
Resize 60%, now with your deform tool make the frame fit
See my picture for reference it may take a bit of fiddling lol
Click with magic wand inside of the frame
Selections, modify, expand 4
Open paper 6
Adjust, hue and saturation, colourize with settings below
hue...153
colourize...45
Image resize 50%, copy and paste as new layer
Selections, invert, hit delete on keyboard
Select none
Drag this layer under the frame layer
Effects, tramages, tow the line with default settings
Now copy and paste the tube as new layer
If using the same tube as me resize 65%
Now get your eraser and erase the parts of the tube over-lapping
Make frame layer active
Add drop-shadow and sharpen
Now add what elements you want use my picture for reference
If you like or do your own thing lol
Add drop-shadow after each layer and sharpen
Add any copyrights and your name
Layers merge all
Now for the border
Image add border 2 white
Click on the white with magic wand
Flood fill with gold gradient
Select none
Image add border 30 with colour #5F6F88
Click on this border with magic wand
Effects dsb flux, bright noise
Ive put mine on 50
If you don't have this plugin use the noise in psp
Effect, reflection effects, kaleidoscope,
Everything on 0 except number of pedals put that on 10
And click on repeat
Click ok
Keep selected
Effects, 3d effects, inner bevel with settings below
Bevel 2
Width 10
Smoothness 55
Depth 16
Ambience -27
Shininess 46
Angle 135
Intensity 31
Elevation 88
Colour white
Click ok
Select none
Image add borders 2 white
Click with magic wand, flood fill with gold again
Select none
Resize your picture now to 700x609
Now to animate lol
Copy and paste in AS as new animation
Open the sparkles ive supplied in animation shop
As they have 7 frames you have to have 7 frames on your picture
I hate explaining animations so here goes lol
Left click on your picture and duplicate do this until you have 7 frames
Pull the scroll bar down that way you will see how many
Frames you have, when you have 7 frames push the bottom scrollbar
Across to the left and you will see frame 1, left click on your picture
Now get the sparkles up
edit, select all
Edit copy
Left click on your picture
Edit select all
Edit paste into selected frame
Now place on top left corner
Do the above steps till you have them in all 4 corners
You can click on the view animation up top on the right
To see the animation if you want click on it again and it will go
Remember to scroll down before you place them in the bottom corners
Hope you can follow my directions so far lol
Now we have to rotate the sparkles
Animation, rotate, 90% right
Edit select all
Edit copy
Click on your picture edit, select all,
Edit place into selected frame put the sparle in all 4 corners again
Try to line them up though with the other sparkles
When you have finished view animation again
If all is working save you animation
